On August 6, 1965, during the height of the Civil Rights Movement, President Lyndon Johnson signed The Voting Rights Act of 1965, which prohibited racial discrimination in voting. Although the Fifteenth Amendment had already given male African American citizens the right to vote, many Southern states had various forms of intimidation and violence, including literacy tests, to suppress their vote. The Voting Rights Act finally provided a means to fight voter restrictions and encourage more African Americans to go to the polls. Since its passing, the Voting Rights Act has been viewed as one of the most important pieces of legislation in American history. In the fifty-three years since the passing of the Voting Rights Act of 1965 there has been many debates as to if minority ability to participate in the Constitutionally granted right has increased or declined. In My thesis I intend to prove that the Voting Rights Act of 1965 has improved minority representation with the vote. In my research I will explore the many statistics, and debates that have occurred over the years since the passage of the bill. I will contrast the freedoms the law granted with the various “Black Codes” that had been put in place in parts of the south following the passage of the Fourteenth Amendment. During this research I aim to address changes made by the passing of The Voting Rights Act of 1965: • Who can vote by law in the Untied States? • What Laws some states had prior to The Voting rights Act of 1965 had in place in order to limit access to the vote by minorities. • What actions have been taken by certain States to limit access to voting since the passing of The Voting Rights Act of 1965? • What actions certain originations have taken to ensure equal access to the vote. • The differences in certain state to limit, or improve the restoration of civil rights of convicted criminals once their debt to society has been served. My working thesis for this project is that The Voting Rights Act of 1965 has improved minority representation with the vote. For information of this project I intend to utilize information provide by the Congressional Research Service, The Washington University Law Review, The Voter Participation Center, and The Restoration Rights Project. The Restoration Rights Project is a group think tank that is aided and sponsored by Collateral Consequences Resource Center, The National Association of Criminal Defense Lawyers, and The National Legal Aid Defender Association.
